This repatriation program planned by Kinshasa Government has to be taken seriously before its implementation.
The Government of Kinshasa is willing to repatriate the ex M23 combatants but the question is: are all necessaries for this repatriation ready?
- security conditions,
- cantonment places,
- the implementation of Nairobi Declarations and amnesty,
- the implementation of the work coordination between M23 staff and Kinshasa Government,
- releasing of m23 prisoners and others,
- the return of refugees and IDPs,
- social reintegration of refugees and ex m23,
After short analyzes of the above cited issues, it is clear and simple to say that the Kinshasa Government never mind to consider these issues before any repatriation of ex M23 Combatants.
considering the lack of trust to Kinshasa Government and the high risk of this repatriation, we kindly request the CIRGL and the UN mission in DRC (monusco) to take part and to ensure that all these processes are respected according to Geneva Conventions and Human Rights to avoid any return back Situation.
